Six dead at Hisar ashram, Rampal's brother arrested while trying to flee

Six dead at Hisar ashram, Rampal's brother arrested while trying to flee

Six people, incuding a child, have died during the action at the Hisar ashram to arrest controversial sect leader Rampal, but the cause of their deaths is yet to be known, Haryana police said Wednesday.

Haryana DGP SN Vashisht said at a news conference that the dead included five women. The bodies which were found inside the ashram were sent to hospital for postmortem examination.

"There were no bullet or other injury marks on the dead. The police have not yet entered the ashram. The autopsy will reveal the cause of deaths," Vashisht said emphasising the ashram inmates had not died in the police action.

Rampal's brother Purushottam Dass was arrested while trying to flee the ashram.

Police also said 5,000 of Rampal's followers are still holed up inside the ashram and they have been asked to come out peacefully or face further action.

"We cannot launch a fullscale assault as there are many innocents are still trapped inside. More than 10,000 have come out safely so far and police have managed to save many lives," Vashisht said.

The state police chief said Rampal has now been charged with sedition and criminal conspiracy and that he has been asked to surrender.

The case has been filed under Sections 121 (waging, or attempting to wage war, or abetting waging of war, against the Government of India), 121A (conspiring to commit certain offences against the state) and 122 (Collecting arms etc. with the intention of waging war against the Govt of India).

Besides, the cases have also been slapped against the accused under Sections 123 (concealing with intent to facilitate design to wage war) and other charges that include attempt to murder, assault and under various Sections of the Arms Act, police said.

Authorities had called off the operation on Tuesday evening after violent resistance from Rampal's followers foiled police attempts to enter the ashram.

The ashram chief is still elusive. While Haryana DGP SN Vashisht said they believe Rampal was inside the ashram, its spokesperson Raj Kapoor said Rampal was "unwell" and was being treated at an "undisclosed location".

The police had tried to storm Satlok Ashram on the outskirts of Hisar city to arrest the 63-year-old Rampal who is wanted on murder charges when his supporters fired with country-made weapons from inside.

Rampal's followers fought pitched battles by lobbing petrol bombs to thwart the charge by a 3,000-strong contingent of Haryana police commandos to storm the high-walled complex.

Earlier this week, Punjab and Haryana High Court gave the government time till Friday to produce Rampal in a contempt of court case. Rampal is on bail in another case in connection with the killing of a man in firing from his ashram in Rohtak in 2006.

We were confined, says Rampal's followers

Rampal's followers who came out Tuesday narrated how they were virtually confined there along with "thousands" more who too were "desperately" wanting to leave the premises.

Hailing from various parts of the country, the followers claimed that "private commandos" of Rampal had been "forcing" them not to leave, but they managed to persuade and come out.

"We had come to the ashram for a 'satsang' (religious gathering) a few days back. Later, we were asked to stay back and were not allowed to come out. The private commandos said that we will be safe inside and will be provided with food and taken care of.

However, we persisted that we needed to go out to get some medicines and somehow managed to come out this morning," Birender, hailing from Gwalior, who came out of the ashram in a group that included his mother, told reporters.

He claimed that while a "few thousand" followers of the engineer-turned-godman had managed to come out of the Ashram since yesterday, "still a huge number, which could run into thousands, are still inside".

A middle-aged woman follower from Uttar Pradesh, who came out of the ashram today, said "Many women with babies as young as two year old were also inside" and ration supplies were running "very low".

Hisar SP Satender Kumar Gupta said the police and civil administration was assisting the followers to reach destinations. The district administration has pressed into service buses to transport the followers to the bus stand and the railway station for their onward journey.

On Wednesday, several Haryana Roadways buses could be seen parked along the roads close to the Ashram, to ferry the followers who wish to travel to the Hisar bus stand and the Railway station.

Meanwhile, several people from many villages of Barwala had volunteered to provide food and other items to the followers, security personnel and the media crews covering the event.

New policy for street vendors soon

New policy for street vendors soon

The Greater Hyderabad Municipal Corporation (GHMC) would soon come up with a new policy for street vendors in the city and also provide them financial assistance through bank loans. The GHMC Commissioner, Somesh Kumar, said the policy to streamline and support the street vendors would be implemented from January, 2005 and steps taken to ensure these small merchants and vendors do not face harassment from the police and civic body staff.

The GHMC would take up a survey to identify the zone and circle-wise street vendors in the city and issue them identity cards and form street vending committees for their welfare. Mr. Somesh Kumar also directed the engineering wing officials and contractor, the Arrow Constructions, to complete the 320 houses taken up under JNNURM Scheme at Phool Bagh on priority and by December 19. Can Hussainsagar be emptied?

Can Hussainsagar be emptied?

Is it possible and viable to dry out Hussainsagar lake, clean it and have it filled with fresh water, as mooted by the Chief Minister, K. Chandrasekhar Rao recently?

Since the idea of emptying the water body during the summer was floated, the possibilities of taking up such an initiative have become a topic of discussion among the administration and experts.

Questions are being raised as to how the water from the lake spread over 1,200 acres and a full tank level of 513.43 metres could be drained out. With a shore length of 14 km, Hussainsagar has two outlets, one near the Marriot Hotel side and another at the Buddha Purnima Project (BPP) office side from which overflow gets released.

The first step would be to ensure that around 50 million litres per day (MLD) that joins the lake is intercepted and diverted which itself could be an onerous task. Experts refusing to be named, point out that assuming if this gets done, the next challenge would be to drain out the water from the lake.

“The two existing outlets are for overflow which means, these have to be dug down to facilitate flow of water from the FTL,” he says.

Though smaller lakes and ponds were dried and refilled in different parts of the world, experts could not recall instances of a main water body of this size and water level being subjected to such an exercise. Even if a facility to let the water out in large quantities was created, it would be passing through densely populated localities before joining river Musi. “This might have its own adverse reactions from residents,” he said.

If indeed taken up, drying up exercise could drag on for years and every time it rains during that period, water would keep accumulating. And then, drying would throw up several lakh square feet of sediment that would prove hard to clean. An official suspect such exposed expanse of sediment could result in stench hard to tolerate in the heart of the city.

“Theoretically it is possible, but practical issues that will confront us are hard to assess,” said an official. The ecological impacts too were not easy to estimate before hand, he added.

Syrian government bombing kills at least 13

Syrian government bombing kills at least 13

Activists say that a Syrian military airstrike killed at least 13 people and wounded another 20.

The activist collective, the Aleppo Media Center, and the Britain-based Syrian Observatory for Human Rights say military aircraft used “barrel bombs” _ crude bombs made from canisters laden with explosives _ to strike the Qabr al-Inglizi area in the northern Syrian province of Aleppo on Tuesday.

The Observatory said at least 13 were killed, including two children and a woman, and that the death toll was likely to rise because more people were buried under the rubble.

The Syrian military’s use of so-called “barrel bombs” has been widely criticized because they cannot be precisely targeted. They are believed to have killed thousands of civilians.

AP Cabinet approves cancellation of barytes leases

AP Cabinet approves cancellation of barytes leases

The Andhra Pradesh Cabinet has decided to cancel barytes mining leases issued in Mangampeta, Kadapa district in 2004 and institute an inquiry into their allotment. Fresh leases would be allotted by floating global tenders.

Briefing reporters after the Cabinet meeting here on Tuesday, Andhra Pradesh Information Technology Minister Palle Raghunataha Reddy said it was decided to cancel GO MS 296 of 2004 through which the leases were allotted. The Cabinet Sub-Committee on corruption would inquire into the irregularities since there was loss to the State exchequer, while profit was illegally earned by the lessee. He said that 20 per cent of the global barytes deposits and 95 per cent of India’s were located in 250 hectares in Mangampeta. The deposits were estimated to be 50 million metric tonnes and worth Rs.50,000 crore.

He said GO MS 296 issued in 2004 stipulated that the income from the lease rent should not be more than 5 per cent. He said while the cost of one tonne of the A Grade mineral was Rs. 4,475 at the site, it was sold for Rs. 9,112 in Chennai. Mr. Reddy said the Cabinet also approved the AP Capital Region Development Authority Bill, 2014. Chief Minister N. Chandrababu Naidu would be the chairman of the 22-member CRDA.

It would also have 30 executive members. The commissioner would be its convenor.

CRDA would notify the capital region and decide on the Master Plan, Special Development Plan as also a Concept Plan. The authority would be provided legal powers to take up land pooling and the construction of capital with all basic amenities and infrastructure would come under its purview. It would be the sole authority to give permissions for buildings. However, the duties of panchayats and municipalities would not be affected, he added. CRDA would also have the power to enter into agreements with farmers for taking land for the capital.

In another major decision, the Cabinet approved proposal to rename Aarogyasri health insurance scheme as ‘NTR Vaidya Seva’ and increase the number of diseases to be covered by the programme to 1,038 from 938 at present.

The infrastructure, equipment, and other amenities in government-run primary health centres, community health centres and district hospitals would be improved and the scheme would be extended to them.

Fiji is an important partner for India: PM Narendra Modi

Fiji is an important partner for India: PM Narendra Modi

NEW DELHI: India and Fiji on Wednesday signed three agreements on Wednesday even as PM Narendra Modi announced visa on arrival for Fiji people.

Addressing Fijian parliament, PM Modi called Fiji a leader in the region and highlighted the need to make make travel easier between the two countries.

Prime Minister Narendra Modi also announced a $5 million fund to promote small business and village enterprises in Fiji, after his talks with Fijian counterpart Frank Bainimarama.

"I regard Fiji as an important partner for India. We have deep and enduring ties of history and culture. Fiji is an influential voice in the Pacific Region and the developing world, and our partner in multilateral institutions," PM Modi said after his meeting with Frank Bainimarama.

"We face many common global challenges. We have shared interests in peace and cooperation in our inter-linked ocean regions," the PM said.

Calling for a stronger cooperation between the two countries, Modi said, "Our bilateral relations and international partnership has been strong. But, we are also aware that the relationship has at times been adrift; and that our cooperation should be much stronger than it is.So, I see this visit as an opportunity to renew an old relationship and lay the foundation for a strong partnership in the future."

Prime Minister Modi said Fiji could serve as a hub for stronger Indian engagement with Pacific Islands.

"We will also expand our defence and security cooperation, including assistance in defence training and capacity building," the PM said, adding, "we agreed to identify opportunities to expand our trade and investments and work out a concrete roadmap."

In addition to traditional areas of economic cooperation, we look forward to closer engagement in areas like information technology and space applications, the PM said.

Earlier, Prime Minister Narendra Modi reached Fiji on Tuesday night for a day-long visit, the first by an Indian Prime Minister to the country in 33 years.

Modi arrived in Fiji from Melbourne on board on a special Indian Air Force plane on the last leg of his three-nation ten-day tour after a hectic four-city Australia visit.

Modi was received at the airport by Prime Minister Bainimarama. Former prime minister Indira Gandhi was the last Indian Prime Minister to visit Fiji in 1981.

Rampal's supporters attack cops, 200 injured in clashes

Rampal's supporters attack cops, 200 injured in clashes

More than 200 people were injured in violent clashes at self-styled godman Rampal Maharaj’s ashram in Haryana on Tuesday as police lobbed teargas and used batons to disperse hundreds of stone-throwing supporters who vowed to prevent his arrest, police said.
Police tried to storm Satlok Ashram on the outskirts of Hisar city to arrest the 63-year-old self-styled godman who is wanted on murder charges when his supporters fired with country-made weapons from inside.

Rampal’s followers fought pitched battles by lobbing petrol bombs to thwart the charge by a 3,000-strong contingent of Haryana police commandos to storm the high-walled complex.

His supporters challenged police to come near the property by pouring diesel on their bodies and burnt an effigy of the judge handling the case.

Police have so far failed to produce the controversial guru in court in connection with a contempt of court case. Rampal is on bail in another case in connection with the killing of a man in firing from his ashram in Rohtak in 2006.

"Rampal supporters attacked us with lathis, acid pouches and petrol bombs," Haryana director general of police (DGP) SN Vashisht said.

"We initially practiced restraint as we didn't want innocent people to get injured."

Authorities called off the operation in the evening because of worries over violent resistance after police failed to enter the complex, where at least 2,000 followers are still holed up. The operation will resume on Wednesday.

“The siege of the complex will continue until Rampal is arrested and produced before the court,” Vashisht said.

He added police believed Rampal was inside the ashram. Ashram spokesperson Raj Kapoor, however, said that Rampal was "unwell" and was being treated at an "undisclosed location".

Violence mounted as supporters of Rampal refused to heed to repeated announcements by the police over loud speakers to allow them to enter the premises.

Security forces dragged several people standing guard at the ashram gates to the local bus stop and railway station.

The forces managed to breach the wall of the ashram and remove 2,000 persons from inside. Hisar IG Anil Kumar Rao said the ashram’s main gate was demolished using heavy machinery but a second fortification lay beyond the main wall.

Police said people were being held hostage and women and children being used as “human shields” , forcing the troops to call off the charge in the evening. The operation will resume on Wednesday.

“A phone call traced to Satlok Ashram was received by police Tuesday morning where the caller said followers have been forcibly detained inside. A case has been registered in this regard. An appeal was also broadcast from the ashram where followers pleaded for evacuation. We believe innocent people have been held hostage,” Vashisht said.

Vashisht described the operation carried out by police and paramilitary forces as "very tough", since they were dealing with the presence of many women and children inside.

"Some people from inside the ashram said that they were being forced to stay inside," Vashisht said.

A JCB machine was set on fire by the miscreants inside the ashram as authorities attempted to break the third wall of the 50-feet high boundary wall surrounding the huge ashram building.

Mohammad Akil, additional director general of police, said 206 people, including 76 police personnel, were injured in the clashes. More than 25 journalists were among them.

The injured were admitted to various hospitals at Hissar, Barwala, Agroha and Uklana.

As many as 20 ambulances rushed the injured to hospital. Television channels showed injured people with their clothes bloodied.

Commenting on allegations that police restricted the media from covering the clashes, Vashisht said, "Everyone's life was in danger outside Rampal's ashram… we allowed 86 mediapersons to go for the coverage."

"It was our responsibility to make sure no one was hurt, including mediapersons. That's why we asked them to move."

He also denied allegations that an order was given to break mediapersons' cameras.

Tensions rose after Haryana’s top court rapped the state government on Monday for failing to arrest Rampal who has repeatedly defied court orders to appear before it on charges of conspiracy to murder, inciting mobs and contempt of court.

The standoff took a violent turn as the Haryana government moved in to arrest Rampal to meet a Friday deadline set by the Punjab and Haryana high court for producing him in a contempt case.

Rampal – who is out on bail in a 2006 murder case, but it was cancelled in July after his supporters entered a court room and threatened lawyers -- has skipped court hearings 40 times since 2010.

He did not appear before the Punjab and Haryana high court again a contempt of court case. Rampal's supporters say he is too ill to make the 250-km journey from his ashram to the court in Chandigarh.

District authorities cut off water and power to the ashram two days ago and blocked food deliveries in an attempt to disperse the protesters.

About 200 devotees managed to escaped the ashram in the cover of darkness on Monday, saying they had been kept there against their will for days with little food or water.

Bhanu, a woman from Meerut who was freed, said she was being held hostage by the ashram management which wanted to use them as human shields to prevent police action.

A tearful young girl, Varsha, said all devotes were given just one meal with a few cups of water in the past 24 hours.

Chief minister Manohar Lal Khattar was also closely monitoring the situation and was being given constant updates.

"The chief minister is keeping a close eye on the situation. He is regularly updating himself as the situation unfolds," Khattar's OSD Jawahar Yadav said.

Asked to comment on some mediapersons getting injured and cameras of some electronic media journalists getting broken in the melee at Satlok Ashram in Barwala town, Yadav said, "It is unfortunate. Media is fourth pillar of our democracy, but I don't know the exact details about the circumstances which led to the attack and injuries to many media personnel."

As the government failed to produce Rampal, who is being protected by a shield of armed supporters, the bench of justice M Jeyapaul rejected Rampal's counsel's request for hearing through video-conferencing or more time on account of ill health.

"We are prepared to address that health issue. The fact remains that contemnor Rampal is bold enough to hide in Satlok Ashram with a human shield."

While issuing fresh NBWs against Rampal, the HC had observed, "Police authorities cannot unduly wait for days together to execute the warrants issued by this court… (It) is bound to send a wrong signal to the public."

This is the third time within two weeks that NBWs against Rampal have been issued by the HC in the contempt of court case for allegedly interfering with proceedings at a Hisar court earlier this year.

Meanwhile, the court also set in motion the process for cancellation of bail to Rampal in the original case in which a man was killed in firing from his ashram.

When reports last came in, Rampal's supporters were engaged in clashes with the police. The police are trying to make their way into the heavily-fortified ashram.

'Without much bloodshed'

However, the court did somewhat soften its stand towards the government after a sealed report was submitted by Haryana advocate general BR Mahajan.

"We hope and trust that the NBWs issued by this court would be executed in a short while without much bloodshed," the bench said.

It did say again that if warrants were not executed the DGP and home secretary would have to appear at the next hearing. DGP Vashisht and additional chief secretary PK Mahapatra were present in court on Monday as well.

The AG explained to the court that warrants could not be executed as it would have resulted in mass casualties since a human shield was formed comprising by Rampal's followers, including women and children, to avoid his arrest.

He also submitted that water and electricity to the ashram had been disconnected and supplies from outside stopped. But the court asked if the state had registered any case against anybody who had not allowed officials to arrest Rampal. No immediate response was given by the state authorities.

Australian PM Abbott says Modi is like a 'brother'

Melbourne: "Narendra and I." Australian Prime Minister Tony Abbott said this at a joint press conference with his Indian counterpart Narendra Modi after a summit talks while stressing how the two countries were expanding their cooperation in various areas.

The personal warmth Abbott shared with Modi was reflected yet again at a reception at the iconic 161-year-old Melbourne Cricket Ground (MCG) where he said Modi is like a "brother."

"Narendra and I," said Abbott on couple of occasions while referring to the determination of the two leaders to work together to help strengthening of relations. Abbott had urged world leaders to speak from the heart rather than a script at the summit of the Group of 20 industrialised and major emerging economies at Brisbane.

"If we could use first names, that would be good as well because, whatever disagreements we might have, it helps if there can at least be personal warmth amongst us," he said. When Modi, the first Indian Prime Minister to visit Australia in 28 years after Rajiv Gandhi in 1986, made his entry at the G20 Summit venue, he gave Abbott a hearty hug.

Before Modi began his address to lawmakers today, Abbott said he was determined to correct the situation where no Indian Prime Minister had addressed the Australian parliament. He said leaders of several countries have addressed the Parliament but no Indian leader has done it.

"I am personally delighted that this has been been corrected," Abbott said.

The two leaders had several meetings - both formally and informally - during the East Asia Summit and at the G20 Summit.

"My memorable visit to Australia ends today. A new relationship has begun," Modi said while speaking at the MCG. At the end of his four-city Australia tour, Modi gifted a memento to Australia signed by World Cup winning Indian captains and himself.
