Six dead at Hisar ashram, Rampal's brother arrested while trying to flee

Six people, incuding a child, have died during the action at the Hisar ashram to arrest controversial sect leader Rampal, but the cause of their deaths is yet to be known, Haryana police said Wednesday.

Haryana DGP SN Vashisht said at a news conference that the dead included five women. The bodies which were found inside the ashram were sent to hospital for postmortem examination.

"There were no bullet or other injury marks on the dead. The police have not yet entered the ashram. The autopsy will reveal the cause of deaths," Vashisht said emphasising the ashram inmates had not died in the police action.

Rampal's brother Purushottam Dass was arrested while trying to flee the ashram.

Police also said 5,000 of Rampal's followers are still holed up inside the ashram and they have been asked to come out peacefully or face further action.

"We cannot launch a fullscale assault as there are many innocents are still trapped inside. More than 10,000 have come out safely so far and police have managed to save many lives," Vashisht said.

The state police chief said Rampal has now been charged with sedition and criminal conspiracy and that he has been asked to surrender.

The case has been filed under Sections 121 (waging, or attempting to wage war, or abetting waging of war, against the Government of India), 121A (conspiring to commit certain offences against the state) and 122 (Collecting arms etc. with the intention of waging war against the Govt of India).

Besides, the cases have also been slapped against the accused under Sections 123 (concealing with intent to facilitate design to wage war) and other charges that include attempt to murder, assault and under various Sections of the Arms Act, police said.

Authorities had called off the operation on Tuesday evening after violent resistance from Rampal's followers foiled police attempts to enter the ashram.

The ashram chief is still elusive. While Haryana DGP SN Vashisht said they believe Rampal was inside the ashram, its spokesperson Raj Kapoor said Rampal was "unwell" and was being treated at an "undisclosed location".

The police had tried to storm Satlok Ashram on the outskirts of Hisar city to arrest the 63-year-old Rampal who is wanted on murder charges when his supporters fired with country-made weapons from inside.

Rampal's followers fought pitched battles by lobbing petrol bombs to thwart the charge by a 3,000-strong contingent of Haryana police commandos to storm the high-walled complex.

Earlier this week, Punjab and Haryana High Court gave the government time till Friday to produce Rampal in a contempt of court case. Rampal is on bail in another case in connection with the killing of a man in firing from his ashram in Rohtak in 2006.

Rampal's followers who came out Tuesday narrated how they were virtually confined there along with "thousands" more who too were "desperately" wanting to leave the premises.

Hailing from various parts of the country, the followers claimed that "private commandos" of Rampal had been "forcing" them not to leave, but they managed to persuade and come out.

"We had come to the ashram for a 'satsang' (religious gathering) a few days back. Later, we were asked to stay back and were not allowed to come out. The private commandos said that we will be safe inside and will be provided with food and taken care of.

However, we persisted that we needed to go out to get some medicines and somehow managed to come out this morning," Birender, hailing from Gwalior, who came out of the ashram in a group that included his mother, told reporters.

He claimed that while a "few thousand" followers of the engineer-turned-godman had managed to come out of the Ashram since yesterday, "still a huge number, which could run into thousands, are still inside".

A middle-aged woman follower from Uttar Pradesh, who came out of the ashram today, said "Many women with babies as young as two year old were also inside" and ration supplies were running "very low".

Hisar SP Satender Kumar Gupta said the police and civil administration was assisting the followers to reach destinations.The district administration has pressed into service buses to transport the followers to the bus stand and the railway station for their onward journey.

On Wednesday, several Haryana Roadways buses could be seen parked along the roads close to the Ashram, to ferry the followers who wish to travel to the Hisar bus stand and the Railway station.

Meanwhile, several people from many villages of Barwala had volunteered to provide food and other items to the followers, security personnel and the media crews covering the event.

More than 200 people were injured in violent clashes at self-styled godman Rampal Maharaj’s ashram in Haryana on Tuesday as police lobbed teargas and used batons to disperse hundreds of stone-throwing supporters who vowed to prevent his arrest, police said. 
Police tried to storm Satlok Ashram on the outskirts of Hisar city to arrest the 63-year-old self-styled godman who is wanted on murder charges when his supporters fired with country-made weapons from inside.

Rampal’s followers fought pitched battles by lobbing petrol bombs to thwart the charge by a 3,000-strong contingent of Haryana police commandos to storm the high-walled complex.

His supporters challenged police to come near the property by pouring diesel on their bodies and burnt an effigy of the judge handling the case.

Police have so far failed to produce the controversial guru in court in connection with a contempt of court case. Rampal is on bail in another case in connection with the killing of a man in firing from his ashram in Rohtak in 2006.

"Rampal supporters attacked us with lathis, acid pouches and petrol bombs," Haryana director general of police (DGP) SN Vashisht said.

"We initially practiced restraint as we didn't want innocent people to get injured."

Authorities called off the operation in the evening because of worries over violent resistance after police failed to enter the complex, where at least 2,000 followers are still holed up. The operation will resume on Wednesday.

“The siege of the complex will continue until Rampal is arrested and produced before the court,” Vashisht said.

He added police believed Rampal was inside the ashram. Ashram spokesperson Raj Kapoor, however, said that Rampal was "unwell" and was being treated at an "undisclosed location".

Violence mounted as supporters of Rampal refused to heed to repeated announcements by the police over loud speakers to allow them to enter the premises.

Security forces dragged several people standing guard at the ashram gates to the local bus stop and railway station.

The forces managed to breach the wall of the ashram and remove 2,000 persons from inside. Hisar IG Anil Kumar Rao said the ashram’s main gate was demolished using heavy machinery but a second fortification lay beyond the main wall.

Police said people were being held hostage and women and children being used as “human shields” , forcing the troops to call off the charge in the evening. The operation will resume on Wednesday.

“A phone call traced to Satlok Ashram was received by police Tuesday morning where the caller said followers have been forcibly detained inside. A case has been registered in this regard. An appeal was also broadcast from the ashram where followers pleaded for evacuation. We believe innocent people have been held hostage,” Vashisht said.

Vashisht described the operation carried out by police and paramilitary forces as "very tough", since they were dealing with the presence of many women and children inside.

"Some people from inside the ashram said that they were being forced to stay inside," Vashisht said.

A JCB machine was set on fire by the miscreants inside the ashram as authorities attempted to break the third wall of the 50-feet high boundary wall surrounding the huge ashram building.

Mohammad Akil, additional director general of police, said 206 people, including 76 police personnel, were injured in the clashes. More than 25 journalists were among them.

The injured were admitted to various hospitals at Hissar, Barwala, Agroha and Uklana.

As many as 20 ambulances rushed the injured to hospital. Television channels showed injured people with their clothes bloodied.

Commenting on allegations that police restricted the media from covering the clashes, Vashisht said, "Everyone's life was in danger outside Rampal's ashram… we allowed 86 mediapersons to go for the coverage."

"It was our responsibility to make sure no one was hurt, including mediapersons. That's why we asked them to move."

He also denied allegations that an order was given to break mediapersons' cameras.

Tensions rose after Haryana’s top court rapped the state government on Monday for failing to arrest Rampal who has repeatedly defied court orders to appear before it on charges of conspiracy to murder, inciting mobs and contempt of court.

The standoff took a violent turn as the Haryana government moved in to arrest Rampal to meet a Friday deadline set by the Punjab and Haryana high court for producing him in a contempt case.

Rampal – who is out on bail in a 2006 murder case, but it was cancelled in July after his supporters entered a court room and threatened lawyers -- has skipped court hearings 40 times since 2010.

He did not appear before the Punjab and Haryana high court again a contempt of court case. Rampal's supporters say he is too ill to make the 250-km journey from his ashram to the court in Chandigarh.

District authorities cut off water and power to the ashram two days ago and blocked food deliveries in an attempt to disperse the protesters.

About 200 devotees managed to escaped the ashram in the cover of darkness on Monday, saying they had been kept there against their will for days with little food or water.

Bhanu, a woman from Meerut who was freed, said she was being held hostage by the ashram management which wanted to use them as human shields to prevent police action.

A tearful young girl, Varsha, said all devotes were given just one meal with a few cups of water in the past 24 hours.

Chief minister Manohar Lal Khattar was also closely monitoring the situation and was being given constant updates.

"The chief minister is keeping a close eye on the situation. He is regularly updating himself as the situation unfolds," Khattar's OSD Jawahar Yadav said.

Asked to comment on some mediapersons getting injured and cameras of some electronic media journalists getting broken in the melee at Satlok Ashram in Barwala town, Yadav said, "It is unfortunate. Media is fourth pillar of our democracy, but I don't know the exact details about the circumstances which led to the attack and injuries to many media personnel."

As the government failed to produce Rampal, who is being protected by a shield of armed supporters, the bench of justice M Jeyapaul rejected Rampal's counsel's request for hearing through video-conferencing or more time on account of ill health.

"We are prepared to address that health issue. The fact remains that contemnor Rampal is bold enough to hide in Satlok Ashram with a human shield."

While issuing fresh NBWs against Rampal, the HC had observed, "Police authorities cannot unduly wait for days together to execute the warrants issued by this court… (It) is bound to send a wrong signal to the public."

This is the third time within two weeks that NBWs against Rampal have been issued by the HC in the contempt of court case for allegedly interfering with proceedings at a Hisar court earlier this year.

Meanwhile, the court also set in motion the process for cancellation of bail to Rampal in the original case in which a man was killed in firing from his ashram.

When reports last came in, Rampal's supporters were engaged in clashes with the police. The police are trying to make their way into the heavily-fortified ashram.

'Without much bloodshed'


However, the court did somewhat soften its stand towards the government after a sealed report was submitted by Haryana advocate general BR Mahajan.

"We hope and trust that the NBWs issued by this court would be executed in a short while without much bloodshed," the bench said.

It did say again that if warrants were not executed the DGP and home secretary would have to appear at the next hearing. DGP Vashisht and additional chief secretary PK Mahapatra were present in court on Monday as well.

The AG explained to the court that warrants could not be executed as it would have resulted in mass casualties since a human shield was formed comprising by Rampal's followers, including women and children, to avoid his arrest.

He also submitted that water and electricity to the ashram had been disconnected and supplies from outside stopped. But the court asked if the state had registered any case against anybody who had not allowed officials to arrest Rampal. No immediate response was given by the state authorities.

I am the third Head of Government you are listening to this week!

I don’t know how you are doing this! May be, this is Prime Minister Abbott’s way of shirt fronting you! But, I am truly honoured and humbled by this opportunity to speak to you.

I stand here as one of you – a representative of the people; I come to you with the greetings of 1.25 billion people of a nation, linked to Australia by the great Indian Ocean; by our connected history and our many shared inheritances- and, even more by our deeply interlinked destinies. And, today I have come to unite in spirit, as we were once by geography – spirit that is fed by many stirring stories of human success and sacrifice.

This morning, Prime Minister and I honoured our soldiers, who 100 years ago made the supreme sacrifice together in the battle of Gallipoli. The man who designed this beautiful capital of Canberra, Walter Burley Griffin, lies buried in the old city of Lucknow in India.

More than 150 years ago, an Australian novelist and lawyer John Lang fought the legal battle for a brave Indian freedom fighter, the Queen of Jhansi, Rani Laxmi Bai against the British East India Company in India’s first War of Independence. He also lies buried in the Indian hill town of Mussoorie.

We are impressed by Australian speed as you are charmed by the Indian spin Until of course Shane Warne came along!

But, above all, we are united by the ideals of democracy.

Today, as I stand in this temple of democracy, I consider nations such as ours to be blessed, because democracy offers the best opportunity for the human spirit to flourish, because we have the freedom to choose, the right to speak and the power to remove – and, for us in politics, with no option but to leave with grace.

Generations of people’s representatives have made Australia one of the great nations of the world today. From the vast stretch of territory to the abundance of resources, Nature has been generous to you. But, it is the people of Australia, who have made Australia what it is today: A beacon of democracy and rule of law; a nation that willingly leads the search of a lost aircraft; one of the most prosperous nations in the world;among the best in human development index; a nation with some of the best cities in the world; some of the most productive farms and mines; some of its best universities and research centres; an advanced technology base; and, a nation with great sporting skills.

Australia evokes images not just of immense beauty, but also of a great quality of life. Today, its cities are alive with richness of this world’s diversity. And, it is home to 450,000 Indians, who are as proud to be part of Australia as they are of their Indian heritage.

Honorable Members,

There was a time when, for many of us, Australia was a distant land on the southern edge of the world.
Today, the world sees Australia to be at the heart of the Asia Pacific and Indian Ocean region. This dynamic region holds the key to this world’s future; and Australia is at its cross-currents. And, as Australia has become more engaged in this part of the world, we welcome its growing role in driving this region’s prosperity and shaping its security.

Because we, in India, seek the same future for this world.

We also see Australia as a vital partner in India’s quest for progress and prosperity. There are few countries in the world where we see so much synergy as we do in Australia. India a nation of more than a billion seeking development; Australia a developed country of a few million people and vast resource. Since the turn of this century, India has been the second fastest growing economy in the world. Millions have lifted themselves out of poverty into a new life of possibilities.

Today, we have a government with a clear majority after thirty years. From the remotest village to the biggest cities, there is a new high tide of hope in India; a new energy.

It is the energy of our youth – the 800 million people below the age of 35 – eager for change, willing to work for it – because, now they believe that it is possible. That they can make it happen. It is this force of transformation that we will unleash.

In the six months that we have been in office, we have moved forward, thinking with ambition, acting with speed; seeking growth not just for growth, but to transform the quality of life of every Indian –

I see Australia as a major partner in every area of our national priority.

In providing skills and education to our youth; a roof over every head and electricity in every household; the most affordable healthcare for the most difficult diseases; the next generation of infrastructure that does not take a toll on our environment; Energy that does not cause our glaciers to melt – clean coal and gas, renewable energy or fuel for nuclear power; cities that are smart, sustainable and livable; villages that offer opportunities; agriculture that yields more and farms that are better connected to markets; practices and technology that save water.

We have a new Mission for turning “Made in India” into a global name just as Computer in India is. But, we want to find new pathways to prosperity, not simply travel down the roads of the previous century.

Much of India’s future cities and infrastructure is yet to be built and so we have a unique opportunity to make our choices now. And, in every sector – agriculture, food processing, mining, infrastructure, manufacturing, finance and technology, energy; from providing funds and resources to technology and expertise; working as partners and investers -Australia has immense opportunities to participate in India’s progress.

In turn, India will be the answer to your search for new economic opportunities and your desire to diversify your global economic engagement; your source for world class skills at home or for a manufacturing location abroad.

India’s development, demography and demandprovide a unique long term opportunity for Australia – and all in the familiar framework of democracy. There is no other example of this nature in the world.

Indian investors, too, are coming here in growing numbers and commitments.

Honourable Members,
This is an age rich in promise, but also filled with challenges.

We can only pursue our dreams, if we have the confidence that our cities are safe, our nations are secure, our region is stable and our world is peaceful.

This vast region has many unsettled questions and new challenges. Historical differences persist despite growing inter-dependence. The oceans are our lifelines. But, we worry about its access and security in our part of the world more than ever before.

Our region has seen huge progress on the foundation of peace and stability.

But, we cannot take this for granted. Preserving it will be the most important task in the region. India and Australia can play their part in it – by expanding our security cooperation and deepening our international partnerships in the region.

But, we do not have to rely on borrowed architecture of the past. Nor do we have the luxury to choose who we work with and who we don’t. But, what we do need is to work together and with others to create environment and culture that promotes the currency of co-existence and cooperation; in which all nations, small and big, abide by international law and norms, even when they have bitter disputes.

We should collaborate more on maintaining maritime security. We should work together on the seas and collaborate in international forums. And, we should work for a universal respect for international law and global norms.

We must also support the process of economic integration across the region and an open global trading system that remains integrated. We must guard against regional trade initiatives becoming instruments of political competition. However, economic integration by itself won’t be a strong basis for peace and stability, without strong regional institutions.

India and Australia are members of several institutions that are critical for this region and the world. We should coordinate more closely in East Asia Summit, G20 and the Indian Ocean Region Association.
Honorable Members,

In our inter-connected world, our shared challenges extend beyond our region. Terrorism has become a major threat for us all. In India, we have seen its face closely for three decades. And, we see it with the clarity that comes with it.

Terrorism is changing in character and expanding in its reach. Internet has made recruitment and call to violence self-generated. It also feeds off money laundering, drug trafficking and arms smuggling.

We have to deepen our bilateral security cooperation. But, we need a comprehensive global strategy for a global problem. It will require closer security cooperation; but, even more,a policy of no distinction between terrorist groups or discrimination between nations; a resolve to isolate those who harbour terrorists, willingness to empower states that will fight them; a social movement against extremism in countries where it is most prevalent; and, every effort to delink religion and terrorism.

As I look to the future, we would also need to ensure that outer Space and cyber space remain instruments of connectivity and prosperity, not new frontiers of conflict.

Responding to the region’s disasters, combating proliferation, acting against piracy, we can work together on a full range of security challenges.

Honorable Members,

Since my Government entered office, no region has seen more intense engagement on India’s part than Asia Pacific region – because we understand how deeply our future is linked to this region. India and Australia can play cricket hard with each other – and I suspect we will next month. But we see Australia as one of our foremost partners in the region.

I was pleased to host Prime Minister Tony Abbott as my first State Guest in September.

It has taken a Prime Minister of India 28 years to come to Australia. It should never have been so. And, this will change.

Australia will not be at the periphery of our vision, but at the centre of our thought. So, we stand together at a moment of enormous opportunity and great responsibility. I see a great future of partnership between India and Australia and, a shared commitment to realize it.

Prime Minister Abbott started us on this new journey in September. I have come here to set our two countries more firmly on that course. With your help, and with the help of the great people of India and Australia.

I wish you the best for hosting a great and successful World Cup Cricket early next year.

Officials said pala pitta was selected because in the Telangana region, there is a popular belief that sighting the pala pitta on the Dasara day is auspicious.

Superstar Rajinikanth Lingaa trailer has been unveiled just a while ago at the audio launch event on progress in Chennai. Apparently, the film is about a collector taking challenge to build a dam to assist people, which is opposed by villain batch who have other plans. Rajinikanth rocked as collector in class outfits. Jagapathi Babu is seen just for fraction of seconds. Both Sonakshi Sinha and Anushka Shetty appeared chubby. They have again kept second Rajini role under wraps.

Except for Rajinikanth factor, we feel like missing something in the trailer. Apart from few Rajinikanth styles, we don’t find real Rajinism. This is just a trailer. Let’s hope, the film that is releasing on December 12th won’t disappoint us.

Sonakshi Sinha and Anushka play the female leads in this film which spans across two different timelines, one during the British Colonial era and the present era. A.R.Rahman’s music which released today is going to be one of the highlights of the movie. Rathnavelu handled the cinematography.
